Virginia (VA) State tax return is still being processed as of July 08, 2018. Is this normal or is something wrong? Are there anyone else who are still waiting?

It was filed electronically and the Federal one was refunded in May, but VA still hasn't changed from "We are processing your return" since April. Are there anyone else who are still waiting? Should I take any actions?

Only the state tax agency will know what all they are doing with your return.  Some states are quicker than others; some are quite slow. And any of them can decide to examine a return more closely for various reasons.  Some states have announced considerable delays this year, some by several weeks, as they try to crackdown on the large number of fraudulent returns.
