My 2025 fed tax filing missed form 2210 for annualized adjust gross income. My filing has been processed with a net refund, less than ~$400 underpayment penalty.
Now I am using TT 2025 Desktop version to amend my fed tax using form 2210 (under "Other Tax Situations => Additional Tax Payments => Underpayment penalties.) I entered all the uneven adjusted gross income and capital gains/losses. TT now shows $0 penalty. (I have no other things to amend.)
When it gets to the "REVIEW" part, the "Your Amended Return Summary" states "We don't detect any differences between your original 2025 return and your amended return. If you're sure you need to amend, explain why below." TT did show the "Explanation of Changes" that I entered. Does it sound right?
Also, when I clicked on Continue, TT automatically offers the option of mailing my amended return instead of electronic filing. If everything looks right, can I file electronically just for including 2210 to get my penalty payment back?

I've looked at it again today. Actually TT Desktop doesn't update my Fed Refund at all. I went to the form 2210 and AI. All my inputs look correct. Help is really appreciated from experts on my amended return.
You may not need to file Form 2210, which is why you don't see any change in your Federal return after adding it. You may not owe a penalty for 2025, if your underpayment was less than 1K. TurboTax should add it for you, if required. If you had a Balance Due this year, you may just need to adjust your tax withholdings going forward.

I've done some searches of past posts and below two seem relevant for others who might need similar help:

All in all, I believe form 843 is required to get the underpayment penalty that had been deducted from my total refund back. I did go thru TT amend process. However, it doesn't change anything other than adding 2210 now. So mailed the 1040x (again no changes/differences to all original schedules/forms except for including form 2210) to IRS.
IRS says:
When filing 1040xX, ignore any penalty on form 1040.
Do not try to include any new or changed penalty.
IRS will let you know if you owe anything.
You can’t file an Amended return for the penalty on 2210. Do you have another reason to amend?
No other reasons. The only reason is that my original filing didn't include 2210. (I thought TT did take care of it after I answered the uneven income interview questions. It turned out that TT took care of the State filing part and left the Fed part out.)
I sent my amended return by asking for a refund of the underpayment penalty using form 843 along with 2210. Hope it'll work.
