2019 tax not refunded yet

I haven't still gotten my 2019 refund yet. I called IRS multiple times and every time I call them, they say they will put a trace on my check. I get a notice CP564 (Refund check not delivered-New check to be issued) but I never get the check. Every time I call them they always say the same thing but never solve the problem. One time the agent just lied to me and didn't even put any trace on my missing check. I trusted him but after calling IRS after 6 weeks I learned that nothing was done to solve my problem.

Today, the agent told me no one has done any trace on my check. However, I have gotten multiple letters, which prove that they did something. The agent told me that she is again going to put a trace on my check and just hung up on me without answering my questions. This is just so rude. I do not know what to do now.
