We filed our 2019 taxes in February 2020. TurboTax says the state (Oklahoma) return was accepted, and we were due a refund. However, it's now over a year later, we haven't received the refund, and we received a notice from the state tax commission that no return for 2019 is on file. Is there a record locator or confirmation number the state provides when they accept the return that we can use to help point them to the return?

When you e-file your return you get back an email that tells you that the return was submitted, then you get a second email that tells you if the return was accepted or rejected. If you e-filed a state return you get a third email that tells you if your state return was accepted or rejected.
And...when you e-file your federal return you get an electronic postmark---certification of electronic filing----that shows that you filed your federal return.
There is not a tracking number or confirmation number provided to TurboTax. At this point, your best remedy would probably be to just print, sign and mail the state return to OK since it was either not filed or they lost it. You are not penalized for filing late if you are getting a refund.

I got through on the phone to the Oklahoma Tax Commission this morning, and despite their recent letter saying that the return "may not have been filed" (and threatening wage garnishment), they did actually receive the return and were simply holding up our refund. They say they sent a follow-up letter in 2020 requesting a copy of the W2 to verify identity, although we don't recall ever receiving that letter, and so they never sent the refund.
What a mess. Anyway, thanks for the help.
How annoying----but at least you know what is going on now and can get it sorted out.
