On form 1040X line 18 the refund from IRS is incorrect. How do you override this?

What is causing it to be incorrect? Are there incorrect payment amounts shown on one of the lines 12-16? Is there an incorrect overpayment (refund) amount shown on line 18? If any of these amounts are incorrect, you need to go into your revised 1040 tax return and correct them in order for the refund amount on the 1040X to be correct.

Line 16 of which form or schedule?  Federal or State?  Which tax year?  If 2019, have you e-filed the 2019 tax return?
