VA benefits and state efile

I'm doing taxes and my cousin gets her Wisconsin property taxes reimbursed from the Dept. of Veterans Affairs through  Dependency and indemnity compensation.  How can I attach her VA letter to an efile.  If I efile them, they send her a letter to mail in the paperwork so I might as well just mail it in to start with and save the filing fee.  There has to be some way to send her approval paperwork to eliminate the snail mail to prove her status.

    A few things before we wrap up your taxes - may allow you to attach the pdf. I am reading WI Tax Credit for veterans and it states the WI department certifies eligibility so the VA letter should only be needed the first time you file. If they are wanting the VA letter every year, you may be able to attach it in the wrap up section but may need to upload to the Wisconsin Taxpayer Access Point (TAP), after filing.

    Yeah I had her mail her state in because they ask for the letter every year even though they say they only need it the first year.  We tried sending them without the letter for 3 years and they always sent her a letter saying she had to mail it in.  Not sure why.
