Unable to Transmit Return

Filing Federal and Rhode Island state tax.

Error message states "Tax Year 2021 Transmissions are not available - TurboTax is not ready to process

Tax Year 2021 for this return"

So what does that mean?

TurboTax says I'm up to date. Can I count on that being accurate?

Also, if I file my Federal tax separately can I still file Rhode Island online later (without Federal).

I do not want to file Rhode Island via paper.
