If IRS and State are behind and have not processed the withdraws of tax due from my bank account on the date I scheduled for payment (5/14) until after the tax due date, will I be subject to a penalty?

No, there will be no penalties or interest if the IRS failed to make the debit on time as long as the request was done correctly on a timely filed return.

Please see When will my tax payment go through? for additional information.

Thanks for the clarification. Is there a way to go back to the e-file just to double check again that I had the correct date requested for the debit payment?

Yes, the date will be on the Filing Instructions Page.

If you use TurboTax Desktop: Open you return and click on "Print Center

    If you use TurboTax Online:

    1. In TurboTax Online, sign into your account.
    2. Select Tax Home in the left menu.
    3. Scroll down to Your tax returns & documents.
    4. Select Add a State (you're not actually adding a state, this opens the return back up)
    5. Select Tax Tools on the left and then Print Center and choose the print center
