Can turbotax be used if a person didn’t manage to stay and work during the whole period of the visa (H2B) in the US? So it’s less than 100 days.

In order to file using TurboTax, if you are not a US Citizen, then you would need to either meet the Substantial Presence Test or the Green card Test. If you do not meet either of these, then no, you cannot use TurboTax. You would need to file a 1040NR which can be filed through Sprintax.com

What if the person had already started with turbotax without knowing it is only for citizen and it’s approved by turbotax? 😞 ? Can it be withdrawn ?

If you already filed your return and it was accepted by the IRS, then you will need to use a company such as Sprintax.com to amend your return. They would need to advise you on what steps to take. Non resident aliens have different tax rules than US Citizens or Resident Aliens.
