Can you submit a tax year 2016 tax return before January 1, 2017 - NO.

The IRS will not be accepting any type of 2016 tax return until January 23, 2017.

The IRS will hold all tax returns that have a tax refund which includes EIC and/or the Additional Child Tax Credit until February 15.

You must enter any and all tax data for 2016 Forms W-2 and Form 1099 on your tax return.  Most all W-2's and Form 1099 will be available before the end of January 2017.  The IRS receives the forms from employers and other institutions and compares your tax return to what is shown in the IRS systems.  If your tax return does not match what is shown in the IRS systems your tax return will either be rejected outright or it will be held for weeks or months for investigation.

A tax return is where you enter your tax information and send the tax return to the IRS.
A tax refund is where your total tax payments are greater than your total tax liabilities and receive a refund of the overpayment.
