So I filed an amended return that they received in April 2023.. I keep calling the irs and they keep telling me to wait another 30 days each time.. so it's been well over a year now... they owe me money..

what do I do???

I would recommend contacting your local Congressman’s office for help with this one. Google Congressman in zip code (your zip code)

Theres usually a website and there’s a form you’ll need to complete allowing their offices to contact IRS in your behalf. This has been sitting too long. What was amended?
