2018 CD purchased at retailer is missing installation files

Purchased 2018 TurboTax Deluxe as a CD  from Target to use on a Windows 10 computer.   TurboTax will not install from the CD and just gives an error message "Some files are missing from the TurboTax setup.    Please reinstall using a new setup.  Follow the link to know more."    When I click on the link, it goes to web-page stating the CD is defective and to return it to the retailer or mail it to Intuit for replacement.   Not sure why this CD would have been shipped without the necessary install files or why the files couldn't be downloaded with a product ID from the CD.

Hi, please return the CD to Target or contact TurboTax support over the phone and an agent will be able to assist you with the download.
