Turbotax Online doesn't allow e-file for 401K over contribution. I followed instructions to add the excessive amount as additional income, Turbotax still blocks e-file.

I over contributed to 401K last year, I followed instruction from https://ttlc.intuit.com/questions/4730768-filing-check-fix-federal-return-shows-form-w-2-summary-12b... to add the excessive amount as additional income.

At the last stage of filing - Turbotax blocks e-file complaining about "Forms W-2 & W-2G Summary: elective deferrals - is more than allowed $18500 for a qualified plan ..", I was shown the form with the edit box, but if I tried to enter $18500 in the box and click 'continue', I was taken right back to the same 'fix your return' page, and my edit is lost.

The form "W-2 & W-2G Summmary" is not essential, it's not filed to IRS. Turbotax shouldn't block e-file because of this, and, over contribution to 401K is not rare, this issue must've hit many others (for example, https://ttlc.intuit.com/questions/4730038-forms-w-2-w-2g-summary-elective-deferrals-line-12-b-is-mor...)

This looks like a serious bug. Please fix it immediately.

It was just announced that an update is currently planned for April 12th, 2019 to resolve this e-filing issue.

You may still see a warning about the excess contribution, but you should be able to e-file.  You can check out this TurboTax FAQ for more information: Excess 401(k) Contribution Preventing E-filing

@TurboTaxRachelW Can you clarify, if the scheduled update is for CD version only or for online version? The CD version seem to have been patched up already (based on comments on some other similar questions).
