I itemized deductions including property taxes paid in 2017.

Yes, if you used the property tax to claim an itemized deduction in 2017, the refund is taxable in 2018.

Where does it get reported? Turbo tax deluxe does not ask about MN Property tax refund in the income section (unless I missed it).

If the refund would have been in the same year or if you had paid property taxes this year, you could just reduce your amount paid. Since that's no the case, the only way to report is "other income" or "other reportable income" on line 21 of Schedule 1.
