I was mistaken when I replied to this question. It is Turbo Tax that is charging $19.99 to file your state return. It is rather misleading, IMHO, when they say the state return is "free". To clarify, the software to PREPARE your state return is provided free/included with your purchase of software to prepare your federal return. To FILE your state tax return electronically, they charge $19.99. I too have always printed a copy of my state return and mailed it in.
So why is the Federal part totally free then? Why aren't they charging a filing/processing fee?
My response (above) is wrong. It is Intuit/Turbo Tax charging $19.99 to e-file your state return. The software is free. It's the e-filing that costs. My apologies for this inaccurate answer.
