On fed form 1040 line 10 forgot to add add state income tax return year 2016.

Tonight I realized I had  forgotten to add line 10 on 1040 form (about an hour after filing electronically). This accounts for state income return from last year. Since time frame is so short do I amend return?

Yes, you can amend your federal return to include the state refund.  But, you will want to wait to amend until your federal return has been accepted by the IRS.   (If your return gets rejected by the IRS, then you can add the state refund income and resubmit the e-file.)   

Note that amended returns must be printed, signed and mailed as amended returns cannot be e-filed.
