Will the healthcare affordabilty worksheet, Form 8965, figure out if I have to pay a penalty for having no healthcare?

On the Form 8965 where it says Shared Responsibility Payment Worksheet, Lines 7,8,9,10 are filled out and line 11 is marked NO.  

This isn't anything else filled out.  Just want to make sure there is no penalty before filing.
