I have a 1099-G from AZ for a $50 rebate they sent us. The payment is listed in box 2. Turbo Tax insists that I must have a farm, and will not accept the entry

You are getting this message because you are entering it under 1099-G, which makes perfect sense.  However, it goes on the line above 1099-G, 'State and Local Refunds Received on Form 1099-G', even though it is a rebate.
