I purchased 2016 Turbotax download for Mac and am unable to download onto an IPad. Can you file previous years taxes on an ipad? If so please advise how.

You cannot file your 2016 Tax return on the iPad. iPad does not support the TurboTax download, it utilized TurboTax online (which is currently on 2018).

You would need to download the 2016 software using a pc or Mac.
