No, not for not entering them. You will need to amend your state return to have those withholdings applied and receive a possible refund if you made any payment. It's quite likely you may be entitled to a refund because Pennsylvania (PA) withholds a flat rate. If you didn't enter your withholdings it would indicate a balance due unless you qualified for the PA Special Tax Forgiveness. Even if that's the case you should still be entitled to a refund of any state tax withheld for PA.
