Will 1099-DIV 1a (includes 1b) and 1b be added together on the 1040X? TurboTax added mine together and I wonder if this is normal?

No, box 1a and 1b of your 1099-DIV should not be added together. Qualified dividends are a subset of ordinary dividends.

Try deleting the form and typing it in by hand. If that doesn't solve the problem, write back.
