Why wont turbo tax take marketplace identifier form from government says GA but turbo keeps kicking me out ?

It depends. Make you're entering the Marketplace Identifier exactly as it appears on the government-issued form (often a letter or number code). 

Also make sure that there are 14 characters in the Marketplace identifier.  You may need to place leading zeros in front the identifier to make up the 14 digits that are required.
