Why is turbotax failing to fill out my 1040?

we have 100% foreign income, from employment income only and make below the threshold to owe any US taxes

To clarify, where are you reporting your foreign income? Is the entire amount excluded?

yes, UK. All is foreign

It is rejecting because there is no taxable income to report. Try adding $100 interest in your return to see if you can file your return. This won't impact your return but should report your foreign income and exclusion in Schedule 1 of your return.

• Wages and Income
• Investment and Savings
• Interest on 1099-INT

this worked! thank you. i only had to add $1 to make it go through.

I'm so glad you knew what to do. the customer service lady didn't know this and instead instructed me to import my previous year's data, which wiped everything out and made me start over. needless to say, i regret waiting until the last day.
