Why is the amt on the 1040-ES Payment Voucher $13 higher than the amount I agreed to have debited from my checking acct?

ES vouchers are for the 2017 tax year (isn't that the date on it?)

Those are for you to pay in quarterly to IRS so you don't owe money again next year.  They're optional, if you don't want to pay in estimated payments, you don't have to.
