The credit expired at the end of 2016, and was only restored for 2017 in the budget bill that was signed February 8. The IRS has not yet announced when they will allow tax software provides to include the credits in their tax forms. (For comparison, the mortgage insurance deduction is already turned on, and the electric car credit will be turned on March 2.)
Turbotax will be updated as soon as the IRS allows it.
