Why does it tell me I owe the full amount when I paid through the year?

You should have entered your estimated taxes paid (dates with amounts).  If you owe more, the difference is the 'full' amount you owe.

Yes, as bcone2 points out, you may not have entered the estimated payments that you made. This is how to enter your estimated payment in TurboTax online:

1. Select Federal, then Deductions & Credits. 
2. Scroll down to Estimates and Other Taxes Paid and expand the section.
3. To the right of Income Taxes Paid, click Start or Revisit.
4. Click Start or Revisit to the right of Federal estimated taxes for 2022 (Form 1040-ES).
5. Answer the first question Yes. 
6. Enter your tax payments, or make any corrections needed on the next screen.
