I received a 1099G for a small state refund from 2017 but I did not live or work in that state in 2018 yet TurboTax has me filing a state return for that state?

TurboTax "sees" the 1099-G as income for that state and offers you the chance to file based on that information. If you decide that you do not need to file in that state either because you have no other income from them or are under the filing requirement limit, then you can delete or bypass that state return.
