Why am I being told I can't file because forms 7202-S and 7202-T are not available yet, if I did not take sick leave or family leave?

While completing the adjustments and credits section, I reviewed the section about Covid Leave. I stated that I did not take any. However, when attempting to file, it gives me an error that the forms are not available yet, and so I can't file, even though I do not need to file.
