Why am I being made to pay back a $4200 Economic Stimulus Payment from 2021?

Also, I can't find record in my last year's bank statements that I even received a stimulus payment!

Did the IRS send you a letter?  If they did you need to follow the instructions on the letter.  The letter would tell you why your Stimulus amount was changed.  The IRS has all the records of who received the rebate & who did not.  The IRS is the only one that knows why they changed your return.
