It depends.

You typically only need to report the state and local tax refund from last year if you were able to itemize your deductions last year as well as a few other criteria. To locate this amount, you can check a couple of places to find last year's state/local refund as suggested in this link.  

Once you have the amount, follow the steps here to enter it into TurboTax.
