What it means is whatever the programmer meant for that page.  It could be either, but most likely is the year that you are filing taxes for, which would be 2021 in 2022.

What screen or question are you asking about?   Generally, TurboTax is asking about the tax year you are filing the return for.   The screen will specify when it is asking for information outside of the tax year.
