When reporting unreported tips, why does it ask: Did you earn these tips as a government employee? Example working for Federal, State or local government.

Is it asking if unreported tips earned were example: at another job (bartending, serving) while being employed with one of the listed. 

OR 

Is it asking if earned in your role with the Federal, State or local government?

When reporting unreported tips, why does it ask: Did you earn these tips as a government employee? Example working for Federal, State or local government.

The question wants to know if you were working for the Federal, State or Local government when you made these tips.  E.g., Perhaps you were working as a waitress at a State park's restaurant
