You only need to complete the Form 8332 if you are the CUSTODIAL parent (the one that the child lives with more days during the year) and you are allowing the noncustodial parent to claim the child. If he is not going to claim the child and/or you do not agree to allow him to, then you do not need to complete the Form 8332.
