When and how should I suggest a customer upgrade to Full Service from Expert Review?

If the expert reviewing your return does not suggest full service ask to be upgraded or just go to your return and click the upgrade button and chose full service.

I received a 1099-nec form but it’s not letting input my form with out upgrading to a paid service. Is there any way around that
