What option do I choose if I am a DACA student when asked if I have a situation that waives the tax penalty for being uninsured?

Pick the one that says 'Resident of a Foreign Country'.

I know that is not actually your situation, but that will enter the proper code into the exemption form (Code "C" on Form 8965).
