Yes,  since there is not a category that fits legal guardian you would select Other,  Here are the steps to make sure that you enter everything correctly to claim her as a dependent. 

1. Go to  Personal Information section;
2. Go to Dependents and select Add a Dependent and continue;
3. Select Another Person and select Other from the dropdown list and continue;
4. Select 11 months from the drop-down and continue;
5. Select None of these Apply (unless one applies) and continue;
6. Select No and continue;
7. Select No and continue;
8. Select Taxpayer and Spouse (unless only one of you is named as guardian) and continue;
9. Select No and continue;
10. The next screen should tell you that you get to claim her as a dependent.
