We ended up making too much money to qualify for the health insurance tax benefits and have to pay the difference, can I write this off on my 2018 taxes? If so where?

If you wind up paying back the Advanced Premium Tax credit, it winds up as a Medical Expense (for health insurance) on your return, but is only deductible if you itemize and if your medical expenses exceed 7.5% of your Adjusted Gross Income for 2018.
