The Pennsylvania Dept. of Revenue does not require that you pay a balance due of $1.00 or less.

If you really want to pay, then see here- http://www.revenue.pa.gov/OnlineServices/PersonalIncomeTaxe-Services/Pages/Make%20a%20Payment.aspx

Or if you want to pay by check, you can mail the check with this voucher here- http://www.revenue.pa.gov/FormsandPublications/FormsforIndividuals/PIT/Documents/2017/2017_pa-40_pa-...
