US citizen living overseas. I left in 2018 and have not been back in USA since. I was resident in IL prior to leaving. Do I need to file in IL for 2019 as a non-resident?

As you are not a resident of Illinois in 2019, you are not required to file an Illinois tax return if you do not have any Illinois sourced income.
