Under state wages/salaries, do i input the sum of all my w2s and 1099? the wording of the directions is a little unclear. also what is the indicated federal amount?

the directions say,  "enter wages salaries that you both:

 earned anywhere while a state resident 

earned in state while a non-state resident.

I must be reading this wrong because to me both statements can't be true.

the first refers to whether you were a resident in the state, the second to income earned in the state while an out of state resident.
