Unable to file NY state taxes due to 1099-R error on box 14

On the 1099-R I received from investment firm, box 1 has $0.00 amount for gross distribution, and 14 has $0.00 withheld for NY state tax. Those same amounts were entered in Turbo Tax, but I am unable to submit the efile due to this issue:  

"For electronic filing, New York State and Local withholdings cannot be greater than or equal to gross distribution."

NY state only accepts efiling, so how do I get around this error? Any help is appreciated as I cannot find any information on NY state website about this.

Since box 14 is zero, you can leave the box blank or you can leave the entire state section blank- boxes 14-16. The zero is a problem and needs to be blank.
