TurboTax keeps asking me to review why box 17 of my 1099-INT is blank, because box 16 has a state identification in it. Box 17 is blank. What do I do?

Try deleting box 16.

With a 1099-INT, boxes 15, 16 and 17 must all have something in them, or all three boxes "must" be blank. Not even a space. So if there's nothing in box 17, then boxes 15 and 16 *must* also have nothing in them.
