TurboTax is not letting me finish my return because I did not have income in 2018 and I do not have a W-2?

If you had no income from any source in 2018, you probably do not have to file a tax return.

Please see "Do I Have To File a Return?" on page 5 and the chart on page 6 of IRS Pub. 17 Your Federal Income Tax.

The IRS will not accept an e-filed tax return showing no taxable income or with a blank amount in Box 1 of Form W-2.
