Turbo tax not allowing me to claim residential energy tax credit for 2023

I bought and installed solar panels in 2023, when I enter in my solar electric costs in turbo tax Under "Enter any residential clean energy improvements", it says that "we can't get you the home energy credit for 2023. However $4.000 of your credit can be carried forward to 2024. The solar panels was purchased for my home that I currently live in. It is not for an investment property. We are the original user of the improvements. Is there any reason why Turbo Tax would disallow the credit for this year? Is this a bug in the system - it says that my turbo tax is up to date. Please advice. Thank you in advance.

I want to add that i have federal tax liability of $839. So its not like I don't have any taxes to offset the energy tax credit with. Has anyone else had trouble with this? The cost of my solar panels was $13,147.
