Turbo tax is saying that I cannot e-file because box D in my w2 says 3, when apparently it needs to have two digits at least. Is there any way I can still efile?

Have you tried typing in 03? Sorry to be so simplistic but sometimes such "tricks" actually work.

You are not required to have an entry in box d at all. It is used by the employer for their own purposes, not the IRS.

Delete the entry and try again.
