Trying to Fix the FAILED_VALIDATION Error, I reinstalled TurboTax

I did the reinstall, but when starting Turbotax it said I did not have my CT state forms.   I went to download them,

the instructions say it will download and restart your program.

It stars to download CT, says up to date and then NOTHING.  Still when I go to open my tax form it indicates I dont have a state
