There is nothing in any of our 1099s that would explain the amounts on line 8b and 9b. Where did they come from?

Line 8b reflects the amounts entered into Box 1b of Form 1099-DIV (qualified dividends). Line 9b reflects the amounts entered in Box 10 of Form 1099-DIV (exempt-interest dividends).

What are the form numbers for the 1099s that you have? ie. 1099-MISC, 1099-INT, 1099-B etc.
