The IRS delayed my payment (4883C) way past TT's estimated date. TT is now asking for payment (fine) but will it still accept my tax money and pass it on to me?

Yes, if that is how you indicated on your return you wanted your refund, it will still happen. Just follow the instructions on the email that was sent for payment to Turbo Tax and you will be all set.
