The Employer State ID Number on my Pennsylvania W2 doesn't fit in the Turbo tax form, it keeps removing the last digit. It's 17 digits long.

You can use the Federal ID number, if the State ID number doesn't work.  Or, you could leave the State ID number without the last digit in that entry.

You can use the Federal ID number, if the State ID number doesn't work.  Or, you could leave the State ID number without the last digit in that entry.
