State vs. State Mandatory Taxes on TurboTax: What's the Difference?

I'm currently working on filing taxes for my partner and me for 2023. We are in a domestic partnership, and I’m dividing up our community income and taxes paid. On the "TurboTax 2023 Deductions and Credits" page, there’s a summary of the taxes he paid, which is listed under Federal, State, and State Mandatory. There’s about $500 under the State Mandatory column.

 

My question is: What’s the difference between the State and State Mandatory amounts? Is the State Mandatory figure already included in the State total?

 

I'm asking because on the "Tax Withholdings Adjustment" page, it's asking for the addition & subtraction for Federal, State, and Local taxes. Should I assume the $500 State Mandatory is already accounted for in the State figure, or do I need to split it and allocate $250 to both of us separately?
